THE VOLKSWAGEN SCANDAL: PART II

By Allen L Phillips After initial denials the Volkswagen Group has now admitted that, in addition to 2.0 Liter diesels, the 3.0 liter diesel engines found in some luxury models sold by Audi and Porsche also contain software to defeat emissions tests.  That, and the fact that some gasoline powered cars were found to not meet the manufacturer's specifications for carbon dioxide (CO2) emissions in Europe, makes one wonder where this is all going.  (If you haven't yet, be sure to read my previous article about the Volkswagen scandal so this will make more sense.) My research found a New York Times article (Nov. 11), written in London, comparing the U.S. system of emission controls to that of Europe.  Here are some highlights. THE VOLKSWAGEN SCANDAL: HOW BAD IS IT, WHEN WILL IT STOP

By Allen L Phillips In early 2014 the International Council on Clean Transportation (ICCT), a non-profit, contracted with West Virginia University's Center for Alternative Fuels, Engines and Emissions (CAFEE) to test Volkswagen 2.0 liter diesel engines.  The stated purpose was to help convince European regulators to emulate strict U.S. standards for diesel emissions of nitrous oxides (NOx) although that does not explain why they structured the test they way they did. Under the contract CAFEE rented VW diesel cars and measured tailpipe emissions on the road and compared that with emissions measured on the same cars in the lab, presumably under circumstances similar to a standard emissions test.  (My question is why would they do the comparison unless they suspected something?)  In a standard emissions test a testing machine is connected to the car's diagnostic connector.  The diagnostic connector is generally located under the dashboard and, in addition to ... read more

SAN DIEGO CONSUMER SURVEY COMPANY MEASURES THE LOVEBy Al Phillips Customers frequently ask us what cars they should buy or what they should buy for their kids in school.  Our answers typically highlight the brands that we have to repair the least such as Toyotas and Hondas.  We tell them "If you want to see us the least, these are the brands to buy". Some take our advice but many wind up buying brands that we tried to steer them away from, such as Land Rover, Audi and Mini which tend to have more frequent and more expensive repair bills over time.  It's obvious that factors other than repair history enter into many buying decisions and, in fact, many of our customers who went against our advice tell us "I love my car". CALIFORNIA SENATE BILL 8 WOULD TAX SERVICES

Senate Bill 8, which was introduced in December, would add a sales tax on services. For example, when you take your car to Del Mar Automotive now for repairs you pay sales tax on the parts used but not on the labor to diagnose or install parts. Likewise, the plumber that comes to your house to replace your water heater will add sales tax on the water heater but not on his labor to install it. This bill would tax all that labor, plus other services such as hairdressers, gyms, gardeners, housekeepers, veterinarians, etc., if those businesses exceed $100,000 in gross sales. There is a lot of language in the bill that attempts to justify the conclusion and you can click on this SB8 link for those details. SMALL BUSINESS HEADACHE: COMPLYING WITH ADA

Most of our time is consumed with the day to day business of providing the best possible customer service to our customers. We have little time to worry about the many laws and regulations that could adversely affect our operations since it seems there is little we can do to change them. But there is one pending law, Assembly Bill (AB) 1885, that has been sitting in the California Assembly Judiciary Committee that would ease one area of concern and we could use your help to shake it loose.
